Although not a new vaccine, in the US only recently has it become a standard vaccine. Since transmission is only through blood exposure and sex, and only about 20% of infected people develop the disease, its may not be seen as a great threat. Unlike most the diseases of childhood vaccines, this disease is not highly contagious.Therefore some countries can not afford this vaccine and others just may not see it as necessary if you are at low risk. For example, i was vaccinated for hep B before it became standard because i was working at a hospital and my DR suggested i get the series of shots.Health professionals in other countries may still see it as unncessesary if not high risk, and therefore are reluctant to give the vaccine due to costs. Your explanations should be sufficient however.
