There are a few reason why some see it as "controversial".
I am NOT saying I agree with these.
-Many religions see sex outside of marriage as sacrilegious.
-Teens parents are often linked to having to rely off welfare. Some Taxpayers don't like that their taxes are "paying for others' children."
-There is the notion that since teens often live with their parents still, that the baby is often 'dumped' on the grandparents while the teen goes out and parties, or plays on face book all day.
-This is a big one, the reality is, teen girls often lie about not being on the pill (although boys not wearing condoms is pretty silly too.) Genuine birth control accidents happen, but they are very rare. You ask any teen on this forum, and they'll probably tell you they had a child because birth control failed. Well, statistically, 95% of them are lying.
-Some see teens getting pregnant merely because they don't want to work for a living. Some just argue it as "I don't want to be a doctor, or Lawyer, I want to be a mother" but others see it as "You don't want to work , to get free welfare payments". The reality is most teens use Welfare. Most just don't admit it.
