Can rubbing one's dry penis (including the urethra) to a woman's dry vulva cause HIV

Can rubbing ones dry penis (the urethra) to a woman's dry vulva (not in the vagina which is lubricated) can cause HIV transmission? Means, though the genitals are touched thoroughly, but no fluids are exchanged, can HIV be transmitted?
Please give some medical references if possible.

yes. although it may seem like no fluids are being exchanged, they are. also, the vulva, and its surrounding parts, are mucous membranes, much like the mouth and nose. this means it is much easier for germs and viruses to pass through. that's why we have "shields" like the outer labia, lips, and nose hair.
there is also the possibility of tiny, tiny rips or cuts around the vagina, which you cant see, but can still pass blood.
USE A CONDOM.

I don't think rubbing softly will cause HIV transmission,
but there is always a risk involved.

It is more hypothetical that the vagina is dry and your contact with dry penis skin. If is really so, I will say no. But it is not practical to have a situation like that. Dear friend, why don't you use condom and protect yourself (or still best avoid sex with unknown contacts) than to worry like this.
