Can a teenager be arrested for cutting his mothers hair off to the scalp? -

If a mentally ill teenager cuts his mothers hair off to the scalp can he be arrested for assault?If he is known to be mentally ill.... should he be sent to jail or to the hospital for a week or two for a medication check?I am not adding more details because the police had no more information then he was mentaly ill. ( I am just getting views)Thanks for the answers. ------
