I don't know what you should do about the vaccine reaction, other than report it to VAERS, http://vaers.hhs.gov/resources/VAERS_Brochure.pdf but I'm wondering, why did you decide the benefits of the hepatitis A vaccine for your 22 month old daughter outweighed risks? Hepatitis A is so mild in children, that, according to the CDC's Pink Book, "In children younger than 6 years of age, most (70%) infections are asymptomatic." http://www.cdc.gov/vaccines/pubs/pinkbook/downloads/hepa.pdf (page 86)
Hepatitis A can be more serious in adults, so that's why I'm hoping my unaccented kids get hepatitis A as children, and gain lifetime immunity from the natural infection.
You can read the hepatitis A package inserts here. There are two brands, Havrix and Vaqta. If you are pro-life, you should know that both of them use MRC-5 from an aborted 14 week old male fetus.
